Lukoil's Leonid Fedun said $1 trillion would have to be spent on developing new reserves if current output levels were to be maintained.
Recent figures show Russian output fell 1% in the first quarter of 2008.
The possibility of less oil from one of the world's key suppliers will add more pressure to prices now at record highs.

The surprise fall in Russian oil output in the first part of the year has raised fears about the ability of global supply to keep pace with demand over the next decade.
Russian production averaged 10 million barrels a day in the first three months of 2008, according to the International Energy Agency, down 1% on the same period last year.
Blamed on supply problems in western Siberia and weather conditions making it harder to move drilling equipment, the fall contrasts with substantial output rises in recent years.

In an interview with the Wall Street Journal, Lukoil vice president Leonid Fedun cast doubt on whether output could continue to increase.
Once highly-productive fields in Siberia are slowly being exhausted and the huge cost of searching for oil in the untapped but remote region of eastern Siberia has deterred firms.
"When the well's productivity falls, you have to keep drilling more and more," Mr Fedun said, referring to the steady depletion of older fields.
"You have seen it in Alaska and the Gulf of Mexico and now you are seeing it in Siberia."
Analysts at Citigroup recently said annual increases in Russian output could "no longer be taken for granted" but argued that production was expected to rise until 2012.
One energy expert said the Russian industry was now acknowledging a crisis which had been evident to independent observers for several years.
"We now see production peaked last year," Mikhail Kroutikhin, editor in chief of the Russian Petroleum Investor told the BBC.
"I believe the decline will continue for quite a number of years."
Knock-on effects
The problems have been caused by high tax levels and a shortage of financial incentives to invest in exploration, he added.
Russian worries underline longstanding concerns about whether there is enough oil to meet the needs of the global economy, particularly fast-growing China and India.
They are also a particular cause of concern for several of Europe's largest economies, such as Germany, which buy a large share of their oil from Russia.
"Russia is not going to be a very reliable supplier of energy in a few years," Mr Kroutikhin warned.

Despite our recent discoveries of Mayan mathematics, astronomy and calendar technology, the Mayans still leave us with many mysteries. One is their surreal and bizarre lithic culture. The Mayan Culture is the only ancient flint-knapping civilization that ever existed anywhere that produced two types of unique stone objects - the giant MAYAN STEMMED MACRO BLADES and the mysterious chipped objects of unrivalled craftsmanship known as MAYAN ECCENTRICS. The Maya had an abundant supply of high quality chert in large nodules and slabs. This, coupled with skilled craftsmanship led to the development of massive core struck blades. MAYAN STEMMED MACRO BLADES were struck from skillfully prepared large cores. After the blade was struck, a "handle" was formed on the proximal end by secondary retouching. In many cases, the blades are unifacial with bifacial retouching on the stem. Some blades are found as fresh as they day they were struck while others display wear on the edges suggesting they were used as hand-held knives. A highly advanced industry produced these blades with dedicated workshops. Over 100 such workshops have been identified in Colha, Belize, a site of extensive chert outcroppings and ample water supply. Large macro blade lacking stems or points were first produced by the Maya in the ARCHAIC PERIOD in Northern Belize near Belize City. By the EARLY to MID PRE-CLASSIC PERIOD during 1500 BC - 250 BC, some blades were being fashioned with points. At the end of their production in the TERMINAL CLASSIC PERIOD in 900 AD, the stemmed blades became smaller and were adapted for use on the end of atlatl throwing spears. It was the invention of the highly effective atlatl that ushered in unprecedented carnage in Mayan warfare and facilitated their demise.
Our understanding of the fascinating MAYAN CULTURE was completely wrong and misinterpreted until as recent as the 1960, when major achievements were made in the deciphering of their glyph language. Elaborately designed ceremonial cities lacking any obvious defenses initially led us to believe that the Mayans were a peaceful theocracy living in ideal harmony with their environment and each other. We could not have been further from the truth. Lowland city-states lived in constant warfare with one another and the thirst of their gods for human blood and sacrifice seemed impossible to satiate.
Archaeologists divide the Mayan Culture into different periods - LATE PRE-CLASSIC / PROTO-CLASSIC (300 BC - 300 AD), EARLY CLASSIC (300 AD - 600 AD), LATE CLASSIC (600 AD - 830 AD), TERMINAL CLASSIC (830 AD - 950 AD). The earliest days of the Maya date back to 2000 BC when small farming villages first appeared in the highlands and Pacific coastline of Guatemala. Crops such as corn, squash and beans made up the staple of their diet and are believed to have been brought from previous migration through Mexico. The Maya pottery styles were unique to the early Maya settlements, though. By 1000 BC, villages sprang up in the lowland regions. The Maya lived in the same locations for centuries and in a continuous state of architectural improvement and expansion leading up to the magnificent 'super-cities' we associate with them today. By 300 AD. full-scale cities were being built with stone featuring massive plazas, temples and pyramids reaching 20 stories high.
It is no wonder that some believe that extra-terrestrial beings brought their knowledge to the Maya. By 300 AD, the first inscriptions suddenly appeared in Maya sites. These early inscriptions were so beautiful it was as if the gods had delivered it to the Mayan themselves! Forward to 600 years later and the inscriptions cease. The first comprehensive writing system in Pre-Columbian America was invented by the Maya. Among the mysteries of the Maya are their amazing understanding of astronomy along with the development of an accurate calendar and mathematical system. Their number system was based on units of 20 and included a concept of 'zero'.
The skills of the Mayan craft are exemplified in their stone and wood carvings, flaked stone objects, pottery and personal adornment. Much of their art centers around their devotion to a religion that is both fascinating and gory. Blood-letting rituals were the norm and many acts of war were motivated by the capture of vast numbers of their enemies for ritual human sacrifice that would run for days on end, forming lakes of blood and fat at the bases of their stone pyramids that defy architectural explanation.
Perhaps a lesson for us today, recent scientific analysis of the demise of the highly advanced Mayan civilization now answers the biggest mystery of all - "What ever happened to the ancient Mayans?". Long-term high population density (500 people per square mile - the highest in the world at the time) of unbelievable proportions put a strain on their agricultural system that was impossible to sustain. The effects of nutritional deficiencies are evident in bone and tooth analysis on graves dating to the Late Classic Period. It is most probable that starvation put unbearable sociopolitical stress on the society to either kill each other for food or die of hunger necessitated by the technological advancement of warfare and its escalation.

There will be a mix of tax history, some current tax laws, some mind boggling statistics that will likely piss you off; but at least we’ll start you off with some of the weirdest tax laws and funny trivia! You’ll read some of them and say, “Hmm… okay, kind of interesting, but not actually fun.” However, some of them will be fun or your money back! Let’s get started.
Weird Tax Laws
- Drug Tax Stamps - In at least 23 states there is a tax on illegal drugs. When you buy an illegal drug, like marijuana or even moonshine, in Tennessee, you have 48 hours to report it to the Department of Revenue to pay your tax and get a stamp for the substance. No identification is needed, though there are a dozen cop cars sitting outside the office. (Just kidding about the cop cars, I have no idea)
- North Carolina has had a illegal drug tax stamp law in place for 15 years, only 79 people have purchased stamps since 1990 (most of those were stamp collectors, or complete and utter morons).
- If the law sounds absurd, it’s only because of the way it was worded. The real end result is that people are taxed on drugs found in their possession when they’re busted. This creates a new revenue stream for the state or county and I can’t say I can argue with that.
- “Jock tax” - Levied on athletes who earn an income competing in a particular city or state. California first levied this tax on athletes from Chicago in 1991 after the Chicago Bulls beat the LA Lakers in the 1991 NBA Finals. What a bunch of sore losers.
- Alabama has a 10 cent tax on a deck of playing cards.
- Blueberries from Maine are subject to specific tax too, anyone who grows, purchases, sells, handles, or processes blueberries in Maine has to pay a penny and a half tax per pound.
- “Fountain soda drinks” in Chicago are taxed at 9%, if it comes in a bottle or can then it’s only taxed at 3%.
- Peter the Great in Russia once taxed beards (he doesn’t do much taxing anymore). There was also a tax on souls, hats, boots, beehives, basements, chimneys, food, clothing, birth, marriage, and burial.
- In the UK, everyone under the age of 75 pays a TV license fee £126.50 for color TVs and £42.00 for black and white TVs (it in part pays for state run networks like the BBC). If you are legally blind, you only owe half that fee.
- According to the UK’s Tax Avoidance Schemes Regulations 2006, “it is illegal not to tell the taxman anything you don’t want him to know, though you don’t have to tell him anything you don’t mind him knowing.” What!?
- Royal Navy ships that enter the Port of London must pay a barrel of rum in tax to the Constable of the Tower of London. All visitors to my house must pay a case of beer in tax to me.
Tax History & Facts
- The first income tax ever was in 1404 in England.
- The first property tax in the United States was in 1798 and it was on land, houses, and slaves.
- The first US income tax started during in the Civil War to help raise money back in 1862.
- The first federal tax office in the US was the Office of the Commissioner of Internal Revenue in 1862, what a coincidence!
- The 16th Amendment, ratified in 1913, established the first permanent US income tax.
- Four states rejected the amendment: Connecticut, Florida, Rhode Island, and Utah.
- Two never considered/discussed it: Pennsylvania, Virginia
- Everyone pays income tax. [this fact is decidedly not fun, I concede this]
- There are over 7 million words in the tax law and regulations. That beats the Gettysburg address, the Declaration of Independence, and the Holy Bible all rolled into one (269+1,337+773k).

- According to CCH, the number of pages in the tax code and regulations went from 26,300 in 1984 to an astonishing 54,846 in 2003. Those 1.2M tax preparers are smiling every year.

- You know how everyone hates the taxman? Did you know that in 1789, the start of the French Revolution, tax collectors were sent to the guillotine? Poor folks were just doing their jobs… it’s not like they enjoyed it!
- Too bad those French tax collectors didn’t live in Greece a few thousand years earlier, back then the tax professionals were considered the most noble man in society (perhaps that’s why they were given the slice in France, the French Revolution wasn’t particularly friendly to “nobles”)

Facts That Will Piss You Off

- 38% of big companies ($250M+ assets or $50M+ revenue) paid no taxes.
- in 1943, 39.8% of taxes collected came from corporations; only 7.4% in 2003.

One Mile EcoTower Coming To London | EcoFussAfter we presented you London’s Palestra which is the first green building in London, we also said that there will be many other projects consisting of the construction of eco-structures in the Thames-city. One of them is a skyscraper that will measure a mile height.
The eco-tower is designed by a British company called Populararchitecture and will feature 500 stories where you will find apartments for 100,000 people, hospitals, schools, shops and every other places that a community needs.
This skyscraper will be very hard to build because many think that such thing cannot withstand wind pressure and other forces of the nature, but according to Tom Teatum, one of the founders of the eco-tower, there many developers who are willing to build it.
